Yes, in real time. For a long clip a desktop tool that rewrites just the rotation flag is faster.

Will the rotation stick?+

Yes — the pixels are actually rotated, so every player shows it upright (unlike a metadata-only rotation some players ignore).

What format do I get?+

MP4 or WebM depending on your browser.
